To develop and implement a statewide campaign designed to inform legislators, business leaders and the general public on the benefits of passage of legislation allowing off-track betting on Louisiana horse races.
The campaign initially focused on developing pertinent background and supporting information about the economic benefits of off-track betting in Louisiana. Economic impact analyses and projections were developed and presented in fact sheets and a short informational video. All legislators and several key business leaders were visited and briefed on the intent of the program. Key opposition leaders were also briefed and asked to define their concerns. Media briefings were conducted during the legislative session.
Several amendments to the authorizing legislation were accepted to address the concerns of community and religious leaders. The legislation was successfully passed and a new industry, now prospering, was established in the state.
